About Atmanirbhar Asom Abhijan (CMAAA) 2024
The Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) is an initiative aimed at fostering entrepreneurship skills among educated youth in Assam. It aims to empower unemployed youth by providing resources, guidance, and support, making them self-reliant. This initiative is the first of its kind to make rural youth’s projects investible by financial institutions.
CMAAA offers training, financial assistance, and market access, and collaborates with various stakeholders. Additionally, the government of Assam, under Chief Minister Dr. Himanta Biswa Sarma, has introduced a Fellowship Program for motivated students from professional courses.
This program mentors unemployed youth in developing their ideas into enterprises, providing personal guidance from the Chief Minister and senior government officials. It offers valuable experience for participants and contributes to meaningful societal changes, laying a strong foundation for their future careers.
Eligibility Criteria for Chief Minister’s Fellow
Eligibility criteria for the Chief Minister’s Fellow under Atmanirbhar Asom Abhijan (CMAAA) 2024 is given below:
- MBA/Masters in Social Sciences/Public Policy/Development Studies or equivalent.
- Minimum of 60% marks or equivalent CGPA.
- Final year students of the academic year 2023-24 are also eligible.
- Preferably from reputed institutions like IIM/IIT/IRMA/TISS/NIRD.
- Passion for public service and program management.
Language and communication skills:
- Fluency in English and Hindi required.
- Knowledge of local language is advantageous.
- Good communication skills essential.
Computer skills:
- Adequate knowledge of computer applications required.
- Proficiency in computer skills is beneficial for task completion.
Note: Those who have experience working in MNCs/ International Organisations etc. with interest in working in Social Sector intending to take a sabbatical are welcome to the fellowship.

CMAAA 2024 Nature of the Programme
- Duration: The fellowship spans 24 months.
- Placement: Fellows will be stationed at district and sub-divisional headquarters across Assam.
- Responsibilities: Fellows will work with the Office of the Chief Minister and other government departments, collaborating closely with the District Commissioner and field offices of relevant departments.
- Collaboration: Engagement with various stakeholders including universities, research stations, financial institutions (NABARD, NEDFI, banks), progressive farmers, local entrepreneurs, and startups.
- Evaluation: Performance assessment conducted every six months based on agreed Key Performance Indicators (KPIs).
- Certification: Upon successful completion, fellows receive a Diploma Certificate from a reputed Assam university and an Experience Certificate personally signed by the Chief Minister.
- Recognition: Outstanding fellows may receive special awards or incentives, announced at an appropriate time.

The following are the benefits under the latest Chief Minister’s Fellow Under Atmanirbhar Asom Abhijan (CMAAA) 2024:
Annual Remuneration:
- Selected fellows will receive Rs. 6 lakh annually in the first year, inclusive of Rs. 96,000 for traveling expenses, and Rs. 6.6 lakh annually in the second year, inclusive of Rs. 1.08 lakh for traveling expenses.
